The format for this page blatently stolen from D&D Wiki. The links still lead there, but some of the complexity has been removed. And yes, I found adapting a copy of the page to run like this easier than just adding to their user-added creatures list.
This creature itself is adapted from the owl archon in the Book of Exalted Deeds.

Owl archons stand over nine feet tall, and weigh about 300 pounds. They look like large owls that have a mixture of snow-white and charcoal grey feathers. Their talons, beak, and eyes all have a silvery gleam. Owl archons serve as scouts and strike forces in celestial armies. Owl archons excell at missions that require stealth and speed. They also act as gaurdians to celestial animals.

Owl Archons live in rocky crags, where they construct nests. These nests resemble those of terrestrial owls, although an owl archon's nest will contain what personal possesions it has. However, owl archons spend much time away from home, and are unlike to have much they cannot carry with them.

Owl archons speak Celestial, Infernal, and Draconic, but can speak with almost any creature, thanks to their tongues ability.

COMBAT

Battle is not the first choice for an owl archon. However, when negotiations fail, an owl archon takes to the air and uses its eye rays and spell-like abilities against opponents. In numbers, owl archons are quite bold and often strafe their enemies with swoop attacks.

An owl archon's natural weapons, as well as any weapons it wields, are treated as having the good and lawful alignments for the purpose of overcoming damage reduction. Its claws and beak are also treated as silvered weapons for purposes of overcoming damage reduction.

Spell-Like Abilities:

Caster level 12th. The save DCs are Charisma-based.

Eye Rays (Su): Six times per day, an owl archon can shoot twin beams of silvery light from its eyes, striking an opponent within 120 feet. The owl archon must succeed on a ranged touch attack to hit, and any creature struck by the eye rays must make a Fortitude save (DC 20) or be turned to stone as per the flesh to stone spell (caster level 12th).

Swoop (Ex): The owl archon can execute a swoop attack that is similar to a charge action in all respects, except as noted here. The owl archon must fly toward its target for a minimum of 40 feet in a straight line. If the swoop attack succeeds, the owl archon can attempt to grapple the target without provoking an attack of opportunity or deal double claw damage (2d8+8 points) instead.

Aura of Menace (Su): Will DC 19 negates.

Stone to Flesh (Sp): An owl archon can use stone to flesh (caster level 12th) at will, as the spell (Fortitude DC 18 negates). When cast on a creature turned to stone by the archon's own eye rays (see above), the spell does not require the target to make a Fortitude save to survive the transformation.

Skills: Owl archons receive a +8 racial bonus on Listen checks and a +14 racial bonus on Move Silently checks. They also receive a +8 racial bonus on Spot checks in dusk and darkness.
